1 PURPOSE

The purpose of this document is to provide the necessary basis for the technical approval of steel poles, portals, spires, joints and adapter plates and an approval of the supplier (s). It shall be described objective requirements for the above products in order to achieve that supplier (s) can produce, control, and deliver in accordance with the Norwegian National Railway Administration (NNRA) requirements. Requirements given in this document shall (should) be followed when there is to be done a purchase of steel poles, portals, spires, joints and adapter plates for overhead contact lines belonging to NNRA.

2 SCOPE

The specification applies to the production and delivery of spires, portals, joints lattice steel poles (type B and H), girder poles (type HEB and HEM) and adapter plates in steel.

  • Spires to lattice B- and H-steel poles and girder poles (HEB and HEM)
  • Portals type 12, 14 and 40 consisting of end-, intermediate frame and portal brackets
  • Portal joints for portals type 12, 14 and 40
  • Lattice steel poles type B2 – B6 for both cast in situ and precast concrete foundations
  • Lattice steel poles type H3, H5 and H6 for both cast in situ and precast concrete foundations
  • Girder steel poles (type HE200B, HE220B, HE240B, HE260B, HE280B and HE260M) for both cast in situ and precast concrete foundations
  • Adapter plate to lattice B- and H- steel poles

In addition to the current approved steel poles there are in appendix listed drawings of phased out lattice steel poles for overhead contact lines. These poles can be requested in case of special needs.

3 FUNCTION

Poles for overhead contact lines are used to support portals, cantilevers and remaining constructions, either as pairs or as detached poles on open line and railway stations. Today we have two types of poles to choose from. Lattice poles which comes in two designs B-poles and H-poles. The H-pole is often used as anchoring pole and B-poles can be used as pendulum pole in portals. Both types of poles are also used as pair or as detached poles. Girder poles (HEB and HEM) has the same function as lattice poles.

Spires are used to extend the length of the poles.

Portals are used to support overhead contact lines and cantilevers on multiple parallel tracks. The portals are compound of standardized parts which render possible portal lengths from 11.0 m to 43.0 m. End frames and intermediate frames are constructed in such a way that the portal gets the desired length. The portals upper boom is always stressed with a compressive force and the lower boom takes the tensile force. The portals frames are attached by the means of joint plates

Adapter plates are used to adjust a pole towards different foundations/foundation bolts.

3.1 Interface

Relevant components has an interface to the following components:

  • Pole
towards foundation, bracket, crossbrace and adapter plates
  • Portal
towards pendent pole and bracket
  • Spire
towards pole and bracket
  • Adapter plates
towards pole and foundation/foundation bolt

4 REQUIREMENTS

In this chapter are the requirements to the relevant components defined in three main sections:

  • General requirements
  • Technical requirements
  • Requirements to documentation/tests

If some general and technical requirements or requirements for documentation and testing is increasing the costs compared with the tenders evaluation/assessment of the requirements utility, we request special response on this in accordance with the tender documentation.

4.1 General requirements

a) If the tender finds deviation between this document and drawings NNRA shall be informed of this deviation in writing. In advance of production takes place such points shall be cleared with NNRA.
b) Requirements specified on drawings together with requirements in documents which are referred on drawings shall have precedent to this document.

4.2 Technical requirements

Materials used shall fulfil the requirements stated on drawings, see appendix.

4.2.1 Materials

Steel shall fulfil the additional requirements stated here:

a) Carbon equivalent (CEV) shall encounter requirements in table 4 in [EN 10025]
b) The steel shall be fully sealed
c) The material shall be suited for hot dip galvanizing

4.2.2 Lifespan

a) The components shall be manufactured to satisfy a lifespan of at least 50 years.
b) The components shall be manufactured in a manner that makes it possible to maintain and adjust without reducing the lifespan.
c) If the design, construction or chose of material defined in the attached drawings do not satisfy the requirements to lifespan, the tender shall state this and make suggestions to changes in accordance with the tender. If there are need for additional protection against corrosion to satisfy the stated lifespan, this shall be stated and priced in accordance with the tender.

4.2.3 Surface treatment

4.2.3.1 Hot dip galvanizing

a) Components of steel shall in accordance with the drawings be hot dip galvanized in accordance with [NS-EN ISO 1461]. The zinc added to the bath shall have a purity of at least 98 % zinc.
b) Zinc dripping shall be removed in a way such as no personal injury will arise.

4.2.3.2 Powder varnishing

If it is a demand for powder varnishing poles and the other components stated in this specification, after the hot dip galvanizing, this shall be done in accordance with the standard [NS-EN 13438]. The powder varnishing shall have a thickness of minimum 60 – 100 μm.

4.2.3.3 Colour

The colour on poles, portals, spires, pendent poles, portal brackets and adapter plates shall normally be as the zinc coating (matt grey). If there are to be used colour (powder varnishing) this comes in addition to ordinary hot dip galvanizing. The colour codes that can be allowed used on the powder varnishing is matte olive green.

For the poles and spires the colour code that can be used is RAL 6008 (NCS 9005 G20Y).
For portals and portal brackets the colour code that can be used is RAL 6003 (NCS 7005 G20Y).
Other colours shall be approved by NNRA Technology department.

4.2.4 Tolerances

Allowed bias, the tolerance of every component shall be inside the border given in the specific components corresponding drawing.

4.2.5 Labelling

Components shall be labelled with the following information, date of production, the manufacturers company name and if any catalogue number, easily visible and of a quality such as the labelling do not disappear or weakens the construction.

4.2.6 Welding

a) Welding shall be performed according the standard [NS 470] class B
b) Procedure shall be qualified according the standard [NS EN ISO 15614-1]
c) Welders shall be certified accordingly the standard [NS-EN 287-1:2011]

4.2.7 Earthing

If the poles, spires, portal brackets and portals are to be powder varnished the earthing points should be masked to ensure that good electric contact with the steel constructions can be obtained.

4.2.8 Requirements to performance of poles and portals

Poles:

a) Welding shall be smooth/even and sealed
b) Cinders and possibly splatters must be removed before hot dip galvanizing
c) Holes must be carried out with absolute accuracy
d) Channel- and angle iron in the poles are not allowed to be extended. For poles longer than 12.0 m there is allowed one seam weld in the height of 12.0 m.
e) Girder poles (HEB and HEM) are not allowed to be extended
f) Nicking in/by welds must not occur
g) The weld is grind off outside. For the H-poles the poles outside shall be grind off plane form 4.5 m and upwards
h) Grading that appears when cutting, drilling, pressing or by hot dip galvanizing must be removed
i) The flanges of the pole shall not have a deflection greater than ±5 mm according to an imaginative line from the top to the bottom of the pole (centre top – centre bottom)

Legend to clause i): The taught behind this is that the centre top and centre bottom of the pole should not have a skew greater than ±5 mm. This means that the centre top and centre bottom of the pole when mounted vertically should have the same position, but it can be accepted a difference between centre top and centre bottom of ±5 mm.

Portals:

a) Welding shall be smooth/even and sealed
b) Cinders and possibly splatters must be removed before hot dip galvanizing
c) Holes in the frames and the joints must be carried out with absolute accuracy. (see tolerances given on the drawings) Pressing of holes are not allowed in the portals and their joints.
d) Angle irons in the portals must not be seam welded
e) Nicking in/by welds must not occur
f) The weld is grind off outside
g) Grading that appears when cutting, drilling or by hot dip galvanizing must be removed

4.2.9 Special tools

Not applicable

4.2.10 Storage and transport

The manufacturer shall make sure that there will not occur damages on the components during handling and transport at own area or during delivery of products. Transport damages are often common on portals or girder- and lattice poles due to handling seems to be simple. The constructions are so slender that they require a carefully handling to keep their strength. When lifting poles and portals there shall not be used chains or bare wires.

4.2.11 Recycling and destruction of components

a) The manufacturer shall in the tender specify if there is in the materials/substances that can cause environmental damage in the products, and if so how this shall be handled both during use and by disposal
b) The manufacturer shall control the raw material/product against radioactive particles and radiation. The amount of radioactivity and cadmium shall be within the allowed tolerances accordingly national and international standards and legislation.
c) The constructions fire behaviour shall be stated. (self-extinguishing, characteristic property of produce smoke, possibly toxic smoke)

4.3 Requirements to documentation/tests

4.3.1 Documentation

NNRA owns all rights to the drawings stated in the appendix.

a) The documentation shall be keep and archived by the manufacturer in a systematic way such as traceability between components and corresponding documentation is ensured.
b) The manufacturer shall keep documents in a suitable place in ten years. Documentation shall be available to NNRA at enquiry.
c) Documents that shall be used in connection with NNRA's execution of work shall be in Norwegian, beyond that English can be accepted.

4.3.2 Documentation on materials

a) The manufacturer shall be able to document that the materials fulfils all the requirements stated in the drawings. i.e. copies of certificates of starting materials.
b) Certificates shall contain information on:
- Manufacturer
- Chemical composition
- Result of tests
- Heat treatment

4.3.3 Quality plan

a) The manufacturer shall in accordance with production of components prepare
- A quality plan who describes the main activities in accordance with the production included the manufacturers suggestion of tests. The quality plan shall give references to relevant specifications and standards.

4.3.4 Tests/controls

a) The manufacturer should prepare suggestions to test procedures and scope of controls to be delivered together with the tender. Frequency of controls and scope of tests/controls shall be in compliance with [NS-EN ISO 1461]

4.3.4.1 Minimum requirements to tests and controls

a) 100 % of the welding points shall be visually controlled
b) Minimum 2 % of the welding points shall be tested with magnetic powder/spray or other equal relevant test methods
c) There shall be performed a VZ μ - thickness control on poles, pendant poles, portals, spires and adapter plates on at least five different places on every component
d) Final inspection protocol shall be written for at least 80 % of delivered production before shipment from factory

4.3.4.2 Distribution of test procedures

a) The test procedures shall be divided in three levels:
- Type tests (shall be executed before delivery starts)
- Random test
- Routine test

Template for final inspection test shall be prepared by the manufacturer and be sent to NNRA for approval before production starts.

4.3.5 Documents

4.3.5.1 The following documents shall be stored at the manufacturer and be delivered on request from NNRA

a) Random based tests protocols
b) Traceability protocols
c) Certificates of materials

4.3.5.2 The following documents shall be included in the tender

a) Copy of the manufacturers quality manual and quality plan
b) Copy of samples on certificates of materials
c) Copy of samples on certificates of type tests
d) Copy of procedures for routine test-/final inspection protocol
e) Suggestion to maintenance instruction of steel constructions. The instruction shall be in Norwegian, otherwise English can be accepted.
f) Copy of the check list in checklist in filled in state
g) Copy of suggestion for final inspection protocol/form
h) Copy of other documents that are required in the specification

NB! If there are other relevant tests, standards or instructions etc. which are used and that not are mentioned in this specification, this shall be pointed out by the manufacturer.

4.3.5.3 The following documentation shall follow each delivery

8 CHECKLIST
